If a person needs to” come up with ” motivation to achieve a goal, then he simply does not have any goal. The goal itself is motivation. Perhaps everything is even simpler: we can often say boldly about one person “This is a purposeful person”, but about another so to say the language does not turn.

If I understand correctly, you have a goal, but you don't have the motivation to achieve it. Then you need to figure out what the profit from this goal is, what it will give you.
Let's say you want to get a high-paying job. What will it give you personally? Not just money..and the pleasure from them, a pleasant sense of respect from friends and relatives, a buzz from the status and importance of the case, and so on. This is motivation – the anticipation of the pleasure of achieving a goal.
