The function of social protection can only be performed by the state, not by morality. That is, the distribution of social benefits, the allocation of funds for personal health protection, education, the development of transport structures, etc.
Above all, morality is not capable of usurping all the functions of the apparatus of violence. Only violence within a particular community. Morality influences the militancy of a community (subculture), but it does not “drive armies” directly.
Morality can allow for both the nomination of religious (for example) judges – as in early Judaism. Or the formation of courts like Lynch courts (in the Wild West). But to regulate the construction of a modern army from beginning to end is already far beyond the capabilities of the ethical system.
