    No.

The mind is a collective image, a combination of various factors-genetics, education, memory, and so on. Some factors are more developed, some are less developed. One factor can substitute for another. For example, education can be compensated by knowledge obtained in a different way. With age, another factor is simply added-experience, the son of difficult mistakes.

But there is a problem with the mind — in Russia this is an empty phrase.

I had to communicate a lot with foreign partners.

Amazingly, for them, I was smart, even quoted.

In Russia, this does not work, it is not enough to be smart, we need to be wise. And not many people can do that, including me.

The difference is that a smart person will find a way out of any situation, but a wise person will not get into it.

    Something like that.

The mind is an innate feature of a person! Those who are not lucky enough to get it by inheritance can certainly get an education, engage in self-education in order to catch up with smart people, but the difference will still be huge.
