Neither is true. These are phenomena of a different order. Formation and forms are a property of matter. Witnessing this process, reviving it, and directing it is a property of consciousness.
I liked how Artemy Lebedev once wrote ” B*I, indeed, being determines consciousness: I look at the first star in the night sky, and I see-a broken pixel of the monitor.” This is the case when consciousness forms matter.
