All this is regulated by deep biological mechanisms (which do not take into account that modern humans have consciousness and logical thinking in their arsenal). Roughly speaking, when we see something small and more or less similar to us , we have a biological desire to take care of it. We need this mechanism so that we don't accidentally kill our own children and the children of our relatives. Apparently, the detection algorithm is very inaccurate and this concern extends not only to human children, but also, to the heap, to everything that is approximately similar to our children. Hence the feeling of tenderness at the sight of small kittens and puppies. This doesn't make much evolutionary sense – it's a side effect (imperfection of the internal program).
