Because the only effect that the copier performs on the object that it scans is to illuminate it, in order to recognize how the light was reflected using photocells (receivers). I didn't find any information on the Internet about exactly what lamps are used there and whether it is possible to harm the eyes if you scan the head as in the picture (without closing your eyes), but from personal experience I can say that the light there is not so bright. You can conduct an experiment: turn on the scanner and bring your head to the lamp from a distance, looking at it at the same time. If you feel uncomfortable at a certain moment, it is better to scan your head with your eyes closed.
