I see the tag “philosophy”. I will assume that we are talking about scientific methodology. Scientific methodology is a field of philosophy that studies the scientific method. What should it be like? What procedures should we follow in order to be able to trust the information obtained during these procedures?
Methodology is how we conduct research. You can do this in different ways, and get different results in the end.
Example 1. If we look at a cat in the dark, and even in sunglasses, then it will most likely seem black to us. Although in the light it is white. Here's how to look at a cat to see its real color – this is the methodology.
Example 2: Ms. Ermakova Irina Vladimirovna decided to feed laboratory rats with genetically modified soy. As a result, more than half of the rats ' offspring died. Output? “GMOs are harmful!!!! The guard! They're being bullied!!!!” However, we forgot to mention one “small” detail-Mrs. Ermakova Irina Vladimirovna fed the rats raw soy soaked in water. And raw soy contains a toxic protein, a trypsin inhibitor, from which the rats were poisoned. Thus, before assessing the harm of GMO soybeans, it would be a good idea to first exclude risk factors that are not related to genetics (it's elementary to cook this soy!). Thus, Ms. Ermakova Irina Vladimirovna made fundamental methodological mistakes, which is why the results of her research were not recognized by the scientific community.
Example 3: Some people believe that the position of the stars and planets in the sky at the time of a person's birth determines their character, as well as events in their life. What is the methodology of such a study? Something like this: “And Zinka got knocked up! At 16, yeah. Well, Aquarius, what to take from it! – But I have a friend, also an Aquarius, so she gave birth at 47! “Oh, those Aquarians!” And if you conduct research based on scientific methodology (and there have already been such studies), then you need to trace the fate of children born on the same day in the same maternity hospital. If two children born in neighboring wards at about the same hour actually become pilots, or emigrate at the same age, or sing well, or avoid noisy companies, then we can conclude that the stars above really affect something. But that didn't happen. Thus, the correctness of the study directly depends on the methodology. And if the methodology of the grandmother on the bench gives a positive result, then it may be that it is false-positive, because the methodology of the grandmother on the bench is too primitive and does not take into account a huge number of factors that affect the result.

I would venture to assume that the author of the question was referring to the methodological movement, that is, methodologists or “Shchedrovityan”. Methodologists aim at almost programming society, which is supposedly possible on certain universal principles, and the methodology itself is in fact such a general theory of everything. Founded by Georgy Petrovich Shchedrovitsky or GP (there is nothing mystical in this naming – the usual Soviet intellectual habit of signing with initials). After his death, his son Peter becomes the head of the movement.�
It all started with games of theoretical Marxism (the Moscow Methodological Circle), and ended with the creation of a kind of social engineering technology. The movement entered the operational stage in the 70s and 80s with the so-called “Organizational and Activity Games” – a kind of managerial brainstorming games that Shchedrovitsky and the campaign conducted under the roof of the State Planning Committee (I can lie, but this is not essential here). The declared goal of such games was to train middle-and senior-level managers in management skills, and the scale was extremely large (according to some estimates, up to a million people passed through such games). When it comes to methodologists in power, everyone immediately remembers Kiriyenko, but by 2016 there were already enough of them grazing there. For example, the preface to Shchedrovitsky's book was written by Viktor Khristenko, a former Deputy Prime Minister of the Russian government. And he never hid his ties with Shchedrovitsky: “I would like to emphasize once again that the publication of this anthology is a great holiday for all of us, the students of G. I. Shedrovitsky. P.
