Hello. I would like to answer this question with counter-questions: should a woman be beautiful? educated? have children? independent? happy at last?
It is unlikely that the word “should” is appropriate here. Who should a woman “be strong”for?
Those who are personally aware of the need (“to be strong” or “to be weak”), importance, usefulness, interest, who have a desire-they go to this, learn, master, acquire.
Who is the power (independence?) if they don't recognize it as a personal necessity, they probably need something else.

First of all, you need to understand what is meant by the adjective “strong”. I think the most accurate meaning of this word in this context is “able to solve its own problems”.
If we take this value, then, of course, it is useful for a woman to be strong. Then she will manage her life independently, not depending on someone's good will. This is a definite plus for the life of any person, regardless of their gender.
