Because only for one particular population, the circumstances were such that the optimal evolutionary trajectory was leading to modern humans, and not any other.
For the same reason, cats evolved into cats, and cockroaches into cockroaches.
This path is very difficult and slippery, and humanity has been on the verge of extinction more than once. And if the Nomos had found a convenient niche, they would have stayed there.
